Biography

Dr. Mahmoud Elgarf holds a PhD in Public International Law (Helwan University, 2021) and has been a Lecturer in Public International Law at the Faculty of Law, Helwan University since 2021. He served as Head of the Litigation and Investigations Department at the Egyptian Ministry of Petroleum and is the author of multiple books and peer-reviewed articles on international law, sovereign debt, human rights, and AI regulation.
