Research Seminar on the Regulatory Authority of Municipalities

The Deanship of Graduate Studies at the Islamic University of Minnesota - Main Center, represented by the College of Sharia and Law, Department of Law, held a scientific research seminar to discuss the doctoral research proposal submitted by researcher Sultan Marzouq Ali Al-Qahtani. The proposal examines the limits of municipal regulatory authority and the extent to which municipal decisions are subject to administrative judicial review.

The research proposal, entitled "The Limits of Municipal Regulatory Authority and Administrative Judicial Review: An Applied Study of the Decisions of Municipalities and Municipal Secretariats in Light of Saudi Regulations," focuses on examining the regulatory powers of local administrations, analyzing the scope of administrative judicial oversight over municipal decisions, and assessing the extent to which such decisions comply with the laws and regulations in force in the Kingdom of Saudi Arabia.

The study is particularly significant because it addresses an important issue in administrative law, exploring the balance between the regulatory powers granted to municipalities and the legal safeguards that ensure their decisions remain subject to judicial review. This contributes to strengthening the principle of legality and protecting rights within the applicable legal framework.

The seminar was conducted via video conferencing and featured a specialized academic committee chaired by Professor Dr. Mohammed Shuaib Abdul-Maqsoud, Head of the Department of Law, with Dr. Islam Al-Jaafarawi and Dr. Mohammed Abdul-Hafiz serving as committee members.

The session featured an academic discussion addressing various methodological and substantive aspects of the research proposal. The committee members provided a number of scholarly observations and recommendations, along with critical perspectives aimed at strengthening the study’s academic framework and enriching its subject matter with greater depth and rigor.

At the conclusion of the discussion, the committee praised the effort invested in preparing the research proposal and highlighted the relevance of its applied topic and its significance to the field of administrative law. The committee noted that the study could contribute to enriching legal and academic scholarship in this field and wished the researcher continued success in completing his dissertation and advancing his academic journey.
